Drag it to the size you want, click the middle Maximize button a few times, and it should hold size.

My explorer windows will hold their trained positions, however I have never gotten IE8 to hold its position in Win7. For this I use Autosizer which can make any window open to desired size.

Drag the Services window to the size you want it.

Right click on Autosizer in system tray, Open, left click on (0pen) Services window in top pane, choose Autosize (custom) and choose the current size to hold it;s position. Save, Close.
