Shell Extension, Create Shortcut in Target Folder

I am looking to add a useful context menu feature to Windows 7 explorer. When one right-clicks a file or folder, a command to create a shortcut in a target folder, not just the currently opened folder. Something like the createshort++ in nirext but more updated.

Can anyone direct me to such a program or is there a programmer out there that can come up with a vbs script and reg file in a few minutes to accomplish this feature?
