For future notice you may want to post in normal test, blue and centered is just odd.

Here's a tutorial on how to use custom themes.

       Tip
In order to apply custom themes you must turn off User Account Control (UAC)

Theme - How to Apply Custom Themes

If you theme comes w/ system files (explorer.exe, etc) you'll need this as well.

    Tip for replacing system files:

    Make sure UAC is OFF
Take Ownership of the Original Files in Question and Make Backup Copies
Open the Universal Theme Patcher as an Administrator
    Open Task Manager
    End Process Explorer.exe
Apply theme & Associated System Files
    Ctrl - Alt - Delete
    Restart using bottom right menu
When you log back in after restart your theme should be in place.

Does that work when trying to replace explorer.exe, explorerframe.dll or others?

No ! not at all ! The theme patcher patches three files viz. themeservice.dll, themeui.dll and uxtheme.dll .
If you want to change other system files like explorer.exe or explorerframe.dll, you are to do it manually, so you are to take ownership of those files previously
