I try to rename the Library Videos to the name Movies and after i hit okay, it returns to the name Videos. I tried opening the library in notepad, and the title of notepad is Movies, but the name still remains Videos in my library directory. I even tried to delete videos and create a new library, but the name Movies changes back to Videos.

You can go to your User folder then make a new folder called Movies then delete Videos.
Bonus: If you have enabled the Video tab in your start menu you can right click on it and hit Rename then type in "Movies" then right click again and click Properties set the directory to open to the folder called "Movies" that you made in your User folder.

Go ahead and backup the contents in your Videos and Movies folders to another location, then delete them. Afterwards, restore the default libraries. You should now be able to create a new library and name it Movies.
The same exact thing happened to me. Occurred immediately following a restart after installing a handful of Win 7 (x64) updates released very recently, which might not be a coincidence.

Shawn - I restored defaults and still didn't work, but solid idea though I never thought of that.
Nick - This issue seems pretty unique (and minor in the grand scheme), but likely it could just be too new to hit the radar online yet. Still, have you installed any new software/mods/etc recently? I wonder if there are any odd similarities between us.
