How to replace Segoe with tahoma application independen

How to replace Segoe with tahoma application independen? Is there any way to replace Segoe with Tahoma application independent? So what ever program tries to use segoe it would use Tahoma insted?

If I delete Segoe from fonts dir @ windir then programs use strange bold font instead.

also when I delete segoe font it still remains in fonts selection. any way arount this?
biggest problem is that segoe font have diferent file endings than tahoma and seoge hgave more files.
