Help with a custom Jump List for Start Menu shortcut

I'm trying to figure out if there is a way to add a Jump List to any shortcut.

Here is an example of what I would like to replicate:

Supposedly it only works for supported programs, but I can imagine it would be somehow possible to add manually.

I have looked through the tutorials available and can't find any information on how to do this. If anyone has any ideas, they would be greatly appreciated!

It should work automatically for any program associated with a particular filetype (as long as it's pinned to the start menu or in the most frequently used category). I'm not sure what value it would be for programs that weren't the default "open" command. Did you have particular programs in mind that don't create jumplists where it would be useful?
