Windows 7 Enterprise won't install Driver

We are beginning our deployment of Windows 7 64bit. I have come across an weird issue with drivers on certain PCs (not hardware specific).

Install a machine fresh with Windows 7. Add a user to the PC as an Admin (for installation purposes) and the user cannot add a driver for a printer or a scanner. You receive an "Installation failed" message from whatever software package you are intending on installing.

If you try to add the drivers using device manager and pointing Windows to the actual driver it say that installation failed and "Access is Denied".

This is happening across multiple platforms so it's not hardware specific. The weird thing is you can reinstall the machine and it works fine. I've never seen anything like this before.

Again, this user is a local Admin. I've also tried with another ID that is a Domain Admin and the results are the same.

Additionally, I have even booted in the "Disable Driver Signing" Mode of 7 without change.

Now, when it works, the user is prompted with an "Install Driver" Prompt. When it failed, they don't.

A couple of examples of drivers that are failing: Virtual Clone CD and Epson Scanner drivers.

It's just Odd.

Just to eliminate the question, we are trying "Run as Administrator" as well with no success.

FYI: We are doing deployments with MDT2010.
