usb keyboard drivers installation

Whenever I run the cd to install my drivers (version 1.28) it prompts me to restart and upon restart a balloon pops up saying your device is being installed and I end up with version 1.0.0.
It is not an update thing - the driver is stored somewhere in sys32 and keeps overwriting the one in the cd tried the various gpedit.msc tricks (Prevent installation of devices not desribed by other policy settings) but I need to restart after installing from the cd and it won't install on restart if this is enabled.

If you can find where the driver has been extracted to, go to your keyboard, properties, driver, updates driver, and specify the driver location.
