Welcome aboard the Se7enforums! The answer to that one is basic! Simply download the latest 9.5 catalyst for 7 from the ATI.AMD support site's download page for Radeon model cards. Drivers & Tools | GAME.AMD.COM
Once there you simply click the ATI Radeon cards link from the list and select Windows 7 64bit from the next page for the latest 9.5 version.

Yeah, I'm running HIS Radeon HD 3850 IceQ 3 Turbo HDMI Dual DL-DVI AGP and it's great. The normal Catalyst drivers will not normally install without editing the .inf, for AGP. Instead, you should download and use the Vista Hotfix driver for use on Windows 7, available in both x86 and x64.

wow thanks for that, Tried 9.6 hotfix 32,64 9.6 non-hotfix 32, 9.5 64. and i am stuck. Could it be that my mobo needs abit drivers to allow the ati card to work? how could do this though .

this is a common problem, even in XP and Vista... since these cards use a PCIe-to-AGP bridge chip, and each chip is slightly different depending on the manufacturing, there is no guarantee that it will work....
the only suggestion I have is to try the drivers from the manufacturer of the card itself (using Vista drivers) or try the drivers from VisionTek which has (mostly) worked for me...
I have tried from sapphires site, but the 32 and 64. trying the VisionTek stuff after i reinstall AGAIN! .ALSO when the installation is complete, the computer doesn't ask me to restart. It would usually ask to restart.
