    Drivers only detected after restart

My account system specs are up to date, so please look there if you require that information.

For a year or two now, some of the devices I use, like my webcam (HUE HD webcam), will only work if my computer has been restarted. This does not effect any mouse or keyboard, however, only some secondary USB devices. On a regular power-on, a notification will come up to say that the USB device is not recognized. If I unplug it and plug it back in, it will tell me that it could not install the drivers, even though it was working the last time the computer was on. But as soon as I restart the computer, it works again.

So what I do is turn on my computer and then immediately restart it with the restart button on the case. This works fine, but I'd rather fix the problem than work around it. I've attempted mix-matching the USB ports and plugs, and even moving the internal USB hub to the different plugs on the motherboard, but none of it works. I think this problem was present before I installed Windows 7, when I had XP, but I don't remember for sure. The reason I'm finally attempting to fix the problem is that my desktop is now going wireless with a USB wireless card, which happens to be one of these USB devices.

Thank you in advance for your help.

The Fixit doesn't seem to provide a solution, it only says that the problems are detected. Am I missing something?

As far as I can tell, it just auto-restarts itself now, but that takes much less time and doesn't require me to wait around, so I suppose it's fixed. Thank you for your help.
