Driver Issue?

I just did a fresh clean install of Windows 7 Professional x32 all my specs are on my profile thing. The first thing I did was update my drivers to the newest verified stable version 260.99 I believe for my EVGA GTX 260, Im having trouble changing my resolution. I can change it but the task bar wont adjust. I set it to the highest resolution and I can barely see the top of the task bar. I have a 42" 1080p HDTV using the HDMI connector. The funny thing is changing my resolution worked perfectly until I had to format my hard drive today. I tried using older versions of my video drivers and it still didnt work, should I bother going back further on the drivers or is there something im missing here?

Right click the desk top in an open area. Then go down list and click Nvidia control panel.

Highlight the monitor or tv if you are using both choose TV. Select the HD resolution you want.
Now if using as a monitor you may have to use a PC resolution- not sure on that.

A monitor hooked up you highlight the monitor and select PC resolution.

I'm not using TV set up but I show a 720 and 1080 option in Nvidia control panel with my GTX460.

Yeah I tried that same problem everything goes off my screen to the sides, like I cant see my task bar and icons are partially showing on the left side of my screen, thats the recommended NVIDIA Control Panel resolution which happens to be the highest res

also everything looks just... bad = ( it wasnt like this before, I loaded up a game of mine and its grainy and was looking at some pictures on facebook it theyre waaay grainy
