a lot of laptops are like that.
i suppose that's an answer
my guess is that desktop motherboards are designed to fit a variety of configurations, whereas laptops are generally standard-issue and take-it-or-leave-it.
Pre-Built Desktops and Laptops often do this.
Many of the parts they use are not of the highest quality, and therefore do not have much tolerance beyond what they are initially set to run at.
Locking the bios down with these settings, prevents the End User from altering them, overclocking, or running any other hardware that may be faster than the system can safely handle. (RAM for example)
This reduces the chance of a RMA or warranty claim due to such things.
This would be my guess since they do it with most every Pre-Built.
