I came across a page describing an issue with the Win7 SP1 update related to USB drivers.
Seems the SP1 doesn't upgrade all the USB files correctly.
Microsoft released a patch to update the USB drivers properly:
Binary files in some USB drivers are not updated after you install Windows 7 SP1 or Windows Server 2008 R2 SP1
Maybe the broken SP1 update caused you USB driver to go into legacy mode (USB1.1)
I ran the patch myself and my "Windows\System32\drivers\usbport.sys" went from version "6.7.7600.16358" to "..16788".
Unfortunately it didn't fix my issue with virtualbox (unrelated to you prob)

Also, make sure the USB device is correctly and firmly mounted on the port. I noticed that the front USB ports on my desktop are somewhat loose, causing USB 1.1 speeds and that popup to appear if my usb stick is inserted incorrectly. It's often overlooked but often causes the issue.
Problem solved...installed original HD again and jumped back to factory settings to find out that the problem still existed. I checked those files which sometimes did not get properly updated after SP1 installation but they where correct...I ran a BIOS update and yes, its working again...there is a BIOS update for a known problem with a faulty USB controller in the device manager...
Installed again my new SSD HD and yes, its rocks now!
The only thing is that my internal webcam remains black when switched on but I can live with that!
