Driver issues, no longer able to log in, way to pre-input credentials?

So, for about 2 weeks, I've been stuck using Windows 8 DP in order to use the computer, and at this point, I've given up with that.

My issue started 2 weeks ago when I was trying to fix my iPod. After many disconnects, I attempted to restore it. I updated iTunes, and was told to reboot. When the log-in screen appeared for Windows 7, I couldn't do anything. My mouse and keyboard no longer functioned. They're USB peripherals, and being that this is a recent model, it doesn't have PS/2 ports.

I've been searching for a while, and I've no luck finding a way to input my information without being in the OS. I talked with a local in my town a little, and he said I'd have to get into a pre-boot environment. Unfortunately, from what I've read, that's something used for booting from a network. Unless there's a way I can use my PS3 for that, I don't think that'll happen.

Is there a way, by command prompt, or such that I can pre-input my credentials and allow the drivers for my devices to re-install themselves?

Please note: Yes, it's the OS itself. I wouldn't be able to use the computer at all if the devices didn't work in the BIOS.
