This problem is historically associated with a bad .Net install.

    Uninstall all ATI Catalyst software/drivers.
    Do not Boot.
    Re-install Catalyst.

Which version of Win7 are your running?

Did you upgrade the ATI drivers to 9.7 from a previous version?

If so, did you cleanup the previous version install using Driver Cleaner Pro and/or CCleaner?

If not that may be the problem and the solution. Uninstall ATI drivers, clean out old installations, re-install.

I've had a few installs of this new OS,im now running an x64 7600 RTM.
    This is the 2nd install,the 1st one,i couldn't get the resolution i wanted 1024x768.
It's happened with a few installs i've done.
    I've installed Windows 7 probably 7 or 8 times,this is only the 3rd time i've got 1024x768.
The last time was using a generic driver.
There's definitely an instability problem with custom graphics cards.
Sometimes with the generic driver it would boot up in the wrong resolution, and i'd have to correct it.
