Stuck on Shutdown with ATI TV Wonder HD 600 PCI-e

Hi, I got a ATI TV Wonder HD 600 PCI-e to pick up antenna signals while my old Conexant Falcon II picks up cable. I was glad not to get a BSOD off the bat like many people have. In fact, it worked perfectly for a few days. However, I have started getting an issue where windows will execute the shutdown process, then sit at the shutdown screen. The animated loading ring is laggy and refreshes its spinning motion at ~1fps. The hard drive light is inactive. I assume that the shutdown actions (except for cutting the power) have been executed, as coldbooting here does not result in a "Windows was shut down unexpectedly" message at startup. I suspect that this is some sort of issue with the driver for the new TV Tuner.
