Intel RST- ".NEt 4.5 needed" .NET 4.5- "later version installed"  

After a hard drive clone and swap I saw a number of error messages in Event Viewer related to catalog service and search index shutting off or failing to initialize repeatedly. I eventually determined that the Intel RST drivers needed to be updated to fix this(it did, apparently). However when trying to install the last W7 version I got an error that .NET Framework 4.5 or later must be installed. I downloaded a 4.5 range installer only for it to say that I have a later version installed and it would not continue. Regedit poking saw I do have a 4.6 version installed already. I went with an RST version from late 2013 instead which did work, but why is there a conflict between .NET and RST?
