some of this stuff cannot ever be found by an application. E.g. the PSU just supplies power, not data. You need to check the label of the PSU. The most important stuff for us to know is the power rating and the 12V current it can drive. Things like PC cost mean very little, although that you boiught it for so cheap second hand does imply it's not got particularly high end parts in there, and it's quite possible it doesn't have the compatibility: I can't even find the spec of your AGP slot, but the cards needs at least AGPx4.

There is a lot of information via the device manager that you've not given us. Try the advice I gave in my last post and tell us after if it hasn't worked

Dissambled the PC and looked on the PCU. Most of the stuff is in chinese but there are some things:

    DELTA ELECTRONICS

    MODEL: DPS-300mb A
    REV 01
    INPUT 200-240V / 5A
    47HZ-63HZ
    SIN: ZFD0348200959
    MAX POWER: 300W +5V
    OUTPUT: +12V 15A MAX
THE COMBINE POWER ON: +3.3V, +5V TOTAL 180W max
THE COMBINE POWER ON: +3.3V, +5V &+12V TOTAL 280W max

The rest is the same thing in chinese I think. Also, near the barcode it reads
    ArtNo 309230 Week 0348 SN 202121 REV 01

This is all it sez on the PCU. What do you need to know about the Device Manager?

The PCU is a thing on the upper back part of the PC with a fan and many colored cables coming out of it, right? I hope I looked at the right thing . On the back of the PC there is also the label that states:
    AC 230V 5A 47-63Hz
    Typ: PCMD/63511

I quickly read power requirements for the HD 9550 and it states

    *Power Supply Unit Requirement:
350 Watt or greater power supply with 4pin 5V Cable
So i'm not certain if this is causing your problem but it's nice to have plenty of wattage available. You are 50 watts short.

Is there anyway to fix that? Do I need a new PC or a new Video Card?

You would need to get a better power supply with more than 350W output however I'm not certain it will fix your issue with the video card. I have never utilized a video card that does not have enough juice from the PSU. to know the consequences.

If I uninstall the Driver I don't have to reboot several times before starting the PC. Though, maybe I can install the old ATI 3D Rage II from my old PC. Strange though, when I put both video cards in the PC (9550 in AGP and Rage in PCI), 9550 doesnt work, the monitor won't start. But RageII works even without installing the drivers. I see it in Device manager and Display properties, but if I try a game I get the black screen and fuzzy sounds. Now if I remove Radeon 9550 and let only the RageII in the PCI slot, the monitor won't boot and I can't see anything. I need some help on fixing the problem with the RageII card, and I'll keep this one till I'll buy myself a new PC.

Do you have any onboard VGA port to plug into ? Or is an external video card required?

Is your ATI Rage II a PCI card or an AGP card?

Do you have any other PCI devices installed?

    1. Yes
    2. PCI
    3. Asus NX1001 Network Adapter, Installed in PCI slot1 and the Rage is in slot2.

I got 1 AGP slot and 4 PCI slots.
