Are chipset drivers still strongly recommended for modern chipsets--say the last couple of years, Windows 7 era?
I thought so, but a year or so back I read that they aren't needed nowadays, but are presumably harmless.
I assume there are millions of PCs out there that do not use them.

I'd say it really just depends on what is in the release notes for what it fixes, and if it applies for one's system or not. It could be a good idea to install them though.

They give a somewhat explanatory description from their Intel site, which I added a long time ago to the first post there under *Note*
It's not really a driver at all. It's just "software" that adds the correct INF files for device descriptions.
It doesn't add any drivers at all.
