Windows 7: Mouse lag all the time

Hey all,
I couldn't find an answer to my question, so I'm posting it here...I hope it's the right spot.

I'm having this problem with my mouse. On my screen, it is always a fraction of a second behind what my hand is telling it to do. if I move it real fast and real short, my hand is already done moving by the time the pointer starts moving. It's not impossible to work with, but it's getting very annoying. I have also tried different mice, and the same thing. I even get the same effect when using game controllers, which makes it a little hard to play games. It's got to be something with my windows, right? I've got all up to date drivers as well.
