Hi please update your system specs, on this link http://www.sevenforums.com/profile.php?do=extra
use this to help you : System Info - See Your System Specs

EDIT: Also i see it says code 28, This means that the drivers for that hardware piece are not installed.

Do you have a working Internet connection on that computer?

I assume the yellow exclamation mark is in Device Manager?

I'd go to HP web site, enter your asset tag number, and locate the Ethernet driver.

BUT, if I my PC was working well and I did have an Internet connection, I might not do anything.

Do the following above and perhaps we can help find the correct drivers. On top of that, Please open "system information" Then click "file>Save" please upload the .nfo file on your next post.

Download: Microsoft .NET Framework 4 (Standalone Installer) - Microsoft Download Center - Download Details
there is net framework 4, you could put on a portable device such as a USB and then transfer the setup on the computer without the internet connection.
Otherwise we could try this. Type "performance information and tools" Once open click, "view and print detailed performance and system information" Take a screenshot of it, like the following i took. Then please upload it to next post.
