I myself use windows media encoder 9 x64 edition ( I have x64 windows) but i think the 32 bit works as well. Watching is fine and capturing is fine, although you i experience bit of audio video desync when recording and watching, although the final capture output is perfectly fine. I also have trouble using virtualdub, so I don't actually use it at all.

I don't have windows 8 myself, but in windows 7 the drivers i provided for the tv wonder pro pci are not digitally signed and one has to disable driver signing enforcement. Although I don't know it myself, download my latest driver package and try to follow the steps to enter/disable driver signing enforcement mode. If it doesn't work, let me know, and then I will see if there is a special workaround for windows 8.

You are installing the driver that you used in windows 7 right? Not mine right? Also are you using 32 bit or x64 windows 8? Here is explanation of code 39.
There are several causes of Code 39 errors:
A required device driver is missing.
A required binary file is corrupted.
There is a problem with the file I/O process.
A driver that is referencing an entry point in another binary file is unable to load.

I use the same driver bt848.sys that is provided in this thread and the oem28.inf that a gentlemen uploaded here at this thread as well (since I have the same ATI card) Windows 7 no problem but Windows 8 only accept it for the audio capture but not the video capture. Both are 64bit by the way. I am going to download the driver again and see if it works.

having the same issue so the .inf loads file but the bt848.sys file dosn't load under windows 8 x64, the inf appears fine i think it's something to do with the .sys file.
the audio part loads fine but the video part states
