Not connect to internet:Dependency group or service failed to start

Hello I just started having this problem. First off I own a dell xps 15 l502x.

It all happened after I unexpectedly shutdown the computer after having it on for almost 13 hours.
I turned my computer on, it booted up fine but I could not connect to any wifi network. Connecting with Ethernet did not help, a glance at device manager showed a yellow mark on the network adapter and isatap.
I decided to reinstall the wifi driver and now it connects to the wifi with limited access.
I could not get network diagnostic policy to run and trying from services to start it gives me an error 5 access denied.
In network and sharing it shows connection as unknown and the problem stated in the title.
So I do not believe it is a hardware issue, it must be software and has to be related to services because when i opened itunes, it asked me to self recover itunes service to sync. I also had to reinstall Norton because it was not starting.

I have no idea on how to fix this, can someone please help me on this dilemma. Thank You

Also can you please verify that all your Network Services are Started.
Click on Start, type services.msc then press enter.

    • Computer Browser
    • DHCP Client
    • DNS Client
    • Network Connections
    • Network Location Awareness
    • Remote Procedure Call (RPC)
    • Server
    • TCP/IP Netbios helper
    • Wired Autoconfig is set to manual.
    • Wireless Zero Configuration ( XP wireless configurations only)
    • WLAN AutoConfig ( Vista/7 wireless configurations only)
    • Workstation

Also can you please post an ipconfig /all for review please.

Ok I was able to disable the adapter however I could not uninstall it.

    Onto the services:

    • COM+ Event System (for WZC issues) Started
    • Computer Browser Not Started
    • DHCP Client Not Started
    • DNS Client Started
    • Network Connections Started
    • Network Location Awareness Not Started
    • Remote Procedure Call (RPC) Started
    • Server Started
    • TCP/IP Netbios helper Started
    • Wired Autoconfig is set to manual. Yes
    • Wireless Zero Configuration ( XP wireless configurations only)
    • WLAN AutoConfig ( Vista/7 wireless configurations only) Started

P.S. I am not getting internet connection on the laptop through wifi or ethernet, I had to tether my iphone and use pdanet to use the modem to connect online which is how I am online right now.

In the beginning when I said I checked device manager, there was a yellow mark on the integrated webcam, isatap adapter, centrino wireless adapter, wifi minport adapter 1 and 2, tunngle in portable devices apple iphone, and the modem for pdanet. After I reinstalled the driver for centrino wireless, the yellow went away, then update driver setting for each left all but isatap, tunngle, and apple iphone normal

The computer browser service is ok stopped as long as it is set to manual and will be started when it is necessary.

DHCP client and network location awareness need to be set to automatic and started.

You get error 5: access is denied.

You need to run services as an administrator or be logged on as an administrator to do configuration changes to those services it is a permissions issue and requires elevation to admin priviledges that is why you cannot change them.

Something you can try on your Wireless network connection in the meantime is to assign a static address to your TCPIPv4 settings.

You are connecting to a router yes?

I am going to assume your router has an ip address of 192.168.1.1 as it's address check on the label on bottom of router at home and adjust following ip settings accordingly.

Go to start>control panel>network and sharing centre>change adapter settings right click Wireless Network Connection>properties>Internet Protocol Version(TCPIPv4)>properties and set the following:

Click radio button against Use the following IP address

    Set ip address: 192.168.1.254
    Set subnet mask: 255.255.255.0
    Defaut gateway: 192.168.1.1

Click radio button against Use the following DNS server addresses

    Preferred DNS server: 8.8.8.8
    Alternate DNS server: 8.8.4.4

    Click ok.

I have used google dns for dns.

If your router at home has a different ip address then you can adjust the settings as necessary.

I cannot help you with the static settings at college as they may not be the same ip settings you will need to find those out from their IT dept but can still use the goggle dns.

This is only a workaround until you can fix those services and then DHCP should be ok to use once DHCP client service is fixed and started.

Ok i set the static ip however it still gives me limited access when i connect to my wifi. The services which give me access denied are: diagnostic policy service, dhcp client, network location awareness, function discovery resource publication, google update service(gupdate), IKE and AuthIP IPsec Keying Modules, there are more which say either service cannot start dependency missing or cannot find file or service started and then stopped.
