Do you still have avg tune up installed?
Have you found what is making the noise?

Hvae you done all the important & crital updates In Control Panel > Windows Update ?

I'll reiterate, uninstall AVG Tune Up, it does foul up Windows 7 to be unusable. I suspect you are needing a Repair Install at minimum, but a Clean Install Windows 7 would be preferred.
