Hi there have you tried Uninstalling and then Re installing ?

I would also clean the temp files using Disk Cleanup before Re-Insulation

You could also try running at lower resolution. if it starts you can go back to full screen.

peugot, does this link look like the same issue you are having?

    Runtime error

Try running CCleaner and clean your registry.

Also wanted to add are you playing Rail Simulator through Origin?

well yes, but i have tries uninstall and install again, look for updates etc all of that. and no, its not origin, its downloaded from a gameproviders site in my country which have shitty support... all of my other games are working perfect so i wonder what can cause this. i even tried it on my laptop and there it works but its not a very good gaming computer so its not a solution to use that, i'll call it unplayable =( i did a clean reinstall of windows on this pc i have problems on like 2 months ago so there should be ok there aswell.. also did get all c++ needed reinstalled/installed. even graphics driver, physx etc. im lost :S
