Can't delete old driver, can't install new drivers  

I am working on a Dell Optiplex 7010. The GPU that came with it is an AMD ATI 7550, I believe, that isn't terribly important. My issue is that when I try and install the correct driver for this card it completes the install, but it doesn't take effect. In device manager it lists the device as something along the lines of "Standard VGA device". It lists this before and after I restart. I’ve had this issue before, and my fix was to uninstall the device and delete the driver from "C:\windows...\drivers", then install the correct driver. However, as Administrator and owner of the specific driver .inf file I can't delete or change permissions for local or domain users, also iv tried in my domain account where I’m domain and enterprise admin.

I have tried the driver directly from ATI/ AMD as well as the one from support.dell. I will try running the Driver cleaner, and repost the results.

I tried running the drive cleaner, but there were no results. I found a blog that mentioned a script that edits the registry to add a "take control" or "take owner ship", something like that anyways, which worked great. http://www.howtogeek.com/howto/windows-vista/add-take-ownership-to-explorer-right-click-menu-in-vista/ . I used this to take owner ship of the whole C:\Windows\System32\drivers folder, allowing me to delete the generic vgapnp.sys driver. Once that was gone I uninstalled the "default vga graphics adapter" in device manager. To be honest I had to do this more than once after restarting, but once I got the driver to stop reinstalling on a reboot I was able to install the driver. I'm not actually sure if the following steps did anything to assist me or not, but I also added the un-extracted file to the "C:\dell\driver" file, then I extracted it to the same sub folder as the un-extracted. Again I’m not sure if there would have been a difference from that or just doing it on my desktop.
