Sorry it took so long for me to reply. Work was keeping me pretty busy. I hope it posted the picture right. Let me know if you can see it or not.
I opened Device Manager while I had the laptop plugged into a television with the right source picked.

Thank you for your help

The screenshot clearly shows your computer has not the correct display drivers installed. Also the warning sign on SM Bus Controller hints that the chipset drivers (motherboard) are not installed or are wrong.

Another possibility is to let Windows Update check for drivers.
Check your settings and set them to get updates to see if WU can install any needed drivers.
The tutorial is for turning off driver updates, but it shows how to get to the settings, so you can set them to turn on driver updates...

Should I leave it at "Yes, download automatically" or "Install driver software from Windows Update if it is not found on my computer."?

If it is set at "Yes, download automatically" and Windows Update does not find any drivers it sounds like this approach won't help...

Did you look in Windows Update to see if any Optional Updates are available for you?

I think you first need to get the SM Bus chipset driver installed that Kari mentioned in Post #14.
I have a difficult time finding the driver on the Toshiba site, but I did see a Toshiba System Driver that may be what you need.

Is this a new laptop?
Are you using the original Windows installation from the factory?
An original OEM installation should have the SM Bus driver installed (and all needed drivers)...
Just wondering why you have a problem now with SM Bus (and video) drivers.
Did you do a System Restore or re-install Windows?
