Sounds like the USB Mass Storage driver may be either disabled or corrupt. (fyi.. keyboards and mice aren't USB mass storage devices so wouldn't be affected)
So, let's first check if it's disabled. Run regedit carefully navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\USBSTOR verify Start= 3
(If =4 then it's been disabled)
Have you tried ALL of the usb devices you have? If not i might try other usb devices and see if they work when you plug them in. If not then post again and we can go from there.
