Unable to install any drivers on win 7 home premium 64 bit

Okay... So I've been trying to resolve this issue for the last few days to no avail.

I'm using win 7 home premium 64 bit. So it all started when I plugged in my cell phone the other day to put new music on it and upload a few pics. I kept getting the message Windows has failed to install driver.Went in the device manager and got the following error message: The drivers for this device are not installed. (Code 28)
Access is denied. So I rebooted, tried deleting/re-installing the driver but nothing worked so I sorta got frustrated and abandoned the issue. About a week later I decide to do a system restore but it was already too late.. So To be sure I have full admin privileges I decide to activate the "Hidden" windows admin account through the cmd prompt. I redo all the same steps through that admin account and still get the same error.
Finally I run the windows update troubleshooting diagnostic and get this:
