I went on that website before posting this. I downloaded the link and it was a zip file and when extracted it did not contain any .exe file so I don't know how to install them on the laptop.

Click Start, Control Panel, Device Manager. The Device Manager window opens.
Note: Devices with a missing driver or corrupt driver will have a yellow exclamation mark.
Right-click the relevant device and select Update Driver Software. The Update Driver Software window opens.
Click 'Browse my computer for driver software'.
Click Browse and select the path to the driver. It should be the fourth File down from the top .
Click OK and then click Next. The driver will now be installed.
    Click Finish.
    Restart your computer.

After attempting to install the Windows 8 drivers and then the Windows 7 drivers from this page: Drivers & Software for HP 250 G2 Notebook PC - HP Support Center. it did not impact the wifi but it did remove the PCI simple communications controller from unknown devices in device manager. All that remain now are the USB controller and the unknown devices.

Here are the details for unknown devices: Imgur

I tried to follow your steps for updating the unknown devices but had trouble at the step where I should browse for the file. I couldn't tell which folder to click. Here's an image: Imgur
It kept saying it cannot update the hardware because the drivers could not be found.

Here are the chipset drivers I attempted to install: Drivers & Software for HP 250 G2 Notebook PC - HP Support Center. and HP Pavilion TouchSmart 14-b109wm Sleekbook Drivers & Downloads | HP® Support

Which of these many chipset links is the one(s) that I need? I attempted all of them, and they either installed with a popup saying it was incorrectly installed or it would not install at all. None were installed successfully.

Yes the Chipset is the big issue as it controls the USB3 and the Wireless ... Your Chipset is the intel hm77 express chipset ...

There are no Downloads for it from the Intel Website ...

As OEM Manufactures mode their Drivers it is going to be difficult to find one that works with your Model ...

I have not really had much time to Search for a Driver tonight ... But you can be sure I will do ...
