    It's likely due to software you installed. Especially antivirus.

    I have had this problem and it is quite annoying.

    You need to trace back and see what software you installed and when you started to experience the issue.

    When I first started to receive those errors it was because of malware bytes and the add in to windows explorer right click menu.

    i also received errors after using cccleaner when it first came out.

    Recently it was another issue with ikea home builder. You need to check out what software you have installed, especially small third party.

    I reformated my machine as well and same issue came back after some software installs, after i removed them, the issue went away.
