Thanks to all that posted here I now have my iP3000 installed on my Win 7 PC as well as accessible over the network on a Win XP PC. I add for future readers my method.
To connect a Canon iP3000 on an Win XP PC to a Win 7 PC on the network, download the XP 64 bit driver, and extract to a 'Canon' folder with the XP 64 bit files to the Win 7 desktop. Go to Start Button (on the Win 7 PC) - Devices & Printers, and click add a new printer. Click Network Printer. When the the printer is shown on the Win XP PC, select it and wait for windows to say it can't find the driver. Click OK and browse to the Canon folder on the Win 7 desktop. It will then find the .inf file it needs and install the necessary files to access the printer from the Win 7 PC.
Installing the iP3000 directly to a Windows 7 PC via USB. Turn the PC and the printer off. Boot the PC to the desktop. Connect the printers USB cable to the PC and power on the printer. Win 7 will then detect the printer and install the necessary files.
