In my personal opinion, gamer to gamer.
Unless you ant to destroy 1 or more of three things, The os, video card or the monitor itself.
I wouldn't play with drivers. Leave it to the pros. You may be able to find a third party driver that would work though

But I will point this one thing out
    Source: Documentation
    Resolution

Horizontal scan range 30 kHz to 96 kHz (automatic)
Vertical scan range 50 Hz to 160 Hz (automatic)
    Optimal preset resolution 1280 x 1024 at 75 Hz
    Highest preset resolution 1600 x 1200 at 75 Hz
    Highest addressable resolution
Dell does not guarantee image performance on non-preset video modes. 1600 x 1200 at 75 Hz

Dell guarantees image size and centering for all preset modes listed in the following table.

See the thing is i play cs 1.6 at 800 x 600 with 120 hz, and this worked fine and dandy for 4 years on windows xp and now on windows 7 in bottle necked at 85hz for all my resolutions which is very annoying especially for gaming at 800 x 600. Hence the line i incorporated

    HKR,"MODES\800,600",Mode1,,"30-96,100-160,+,+"

    which is for 800 x 600

    Please help...

This may seem a little text book but have you contacted dell, or ran win updates?

On the other hand what kind of video card do you have?

No i have not, but i believe its windows 7 because i googled this up and literally everyone who uses a CRT and it doesn't matter what brand has been having the annoying bottle neck. I have a gtx 275.

Some people said to mod the wire while others said mod the drivers. So before i have to modify a wire im asking for help on the topic of those who managed to fix this problem on how to fix the drivers...

and lastly you didnt answer my first question, how do i modify my 32 bit drivers to be read in 64 bit because right now my monitor is read as a p2p driver....

Modifying the driver inf file will not work since the driver itself is an x86 driver. Or at least thats what im pulling from my research on the topic. I remember trying to modify the zune software to run on xp x64 in a similar fashion. It didnt end very pretty ... But there is a program called riva tuner It allows you to force resolutions and refresh rates and do some low level over clockings :)

I honestly have to ask, IF you pull 60 fps in Cs. And your monitor refreshes at 85Mhz which is 85 times a second. Is there really a difference? I havent used a crt in years, but is it really that noticeable? Im sorry I couldnt be more help.

What made you assume im running cs at 60 fps??

    im on a q6600 3.0 ghz, 1000mhz 4 gb ram, and a gtx 275.
i have 2 monitors, my 1080p for movies, and this crt for gaming. I assure you i can run cs 1.6 at well over 250 fps. And i can clearly see a terrible game performance when im at 85hz as apposed to 120hz...
