Before trying to diagnose the issue, please expand on the problem. Did you, for example, recently remove malware that affected your System32 folder? It's the most basic example, but simple file corruption can lead to that; the Mscomm32 issue is NOT an easy one to solve, nor does it have 1 specific answer.
You stated that you CAN run an elevated command prompt. What command did you use? "sfc /scannow" is your starting point.
Restarting Windwos with the CD in the drive might be an option to recover missing system files.
Also, check your event viewer (available in mmc.exe, or, Administrative Tools - Event Log.)
Sort your results by type (as-in, red error messages first, this would be classified as that.)
Lastly, are you getting any sort of Event ID or specific error code? These small details will get us in the right direction.
In the interim, be sure to back everything up... mscomm32 issues are known, from time to time, to escalate into worse things. ...just a heads-up.
