Since Photoshop CS4 supports 64-bit OS's I'd imagine that would be your answer. However I have a Nikon Coolscan 4000 that I got to work under Windows 7 using Nikon's supplied 32-bit Vista driver and a modiifed inf file that I posted about here Getting your Nikon Coolscan to work on W7 x64
. At any rate trying to get Photoshop CS4 to use the scanner results in basically the same error you mentioned, it doesn't see the scanner.
You on the other hand have a "64-bit" driver for your device, so I would download the trial version of CS4 and see if it'll work with your scanner.
