My update to Logitech SetPoint v6.61.15 (driver v5.60.73) actually CAUSES high CPU clocks when my PC screen is locked. I did not have this problem before updating (formerly v6.52.74).
Using an elimination technique, I narrowed the problem down to an interaction between SetPoint v6.61.15 and the Windows 7 Aero themes. When I have an Aero theme active the high-CPU problem happens when my PC screen becomes locked. Process Explorer blames the high CPU clocks on SetPoint.exe. Unlocking the PC screen causes the system to return to normal.

The old setpoint version 6.32 does not cause high CPU load. That was what Logitech tech support recommended to me. Here is their download link.
Thanks checking into this and posting the link.
Anything above version 6.32 on my Windows 7 PC causes a hang on shutdown, I don't notice the same problem on Windows 8 though. After 6.32 they added a plugin for IE for smooth scrolling. That's what messes things up for me.
I reverted from SetPoint v6.61.15 back to v6.52.74 on my Windows 7 (64-bit) machine. Using SetPoint v6.52.74 I am not noticing the high CPU load when locking my desktop. As to the smooth scrolling add-in for Windows Internet Explorer, I also experienced some weird-ness with it, so I disabled the add-in in Internet Explorer.
New 6.65.62 (5.80.4) Logitech SetPoint drivers released. See first post for more details. :)
Already installed on my desktop PC, no issues as far as I can tell.
Finally installed v6.65.62 on Win 7 Ultimate (64) SP1. All seems good so far--I have not noticed any trailing issues as of yet.
Is everything still working ok in windows 7 64 bit with the latest software? No slow shutdown? No other issues?
