Reinstalled Windows 7, missing some things, need help

Some background information, got a new laptop (Dell Inspiron 1545), was figuring out some things about Windows 7 and somehow I screwed it up. I reinstalled Windows 7 and everything, the drivers on the disc, and the DVD thing it can with too.

Well I'm missing a few things, first, how do i get that toolbar that was always on the top of the screen with Windows 7 and could scroll over it and it would appear and had all my programs on it.

Also how can i get the Dell Integrated Webcam software and also the drivers, I thought I installed the right drivers off Dell.com but it still doesn't work.

If anyone could help me with these problems I'd appreciate it.

    Thanks!

Yes because that's the only drivers available for it, there are none for Windows 7.

sorry for the delay right click on the setup.exe file >properties>compatibility>tick run as vista> tick run as admin> apply and ok>exit right click on setup file again and run as admin :)
