The screen resetting is the video driver recovering.
When was the last time you updated your ati graphics drivers?

Do you know the model of your video card?
If not could you provide a bit more detail about your system so I can direct you to the proper download.

There isn't much you can do about a Windows 7 driver for it as there is not now and never will be one, as ATI declared that GPU/chipset legacy a while ago and support for it has stopped. If you haven't, start with the Vista driver for it from Fujitsu (work your way through the dropdowns to get to your model),

    Downloads - Support - Fujitsu

If that doesn't solve it you can try using the last Vista driver,

    ATI Catalyst

It probably won't install without a little help which will require using this,

Mobility Modder - ATI Version, Install the Latest Drivers on your ATI laptop

to mod the INF so that it will install.

Unfortunately the most recent driver I can find for your chipset / graphics is a vista driver. Located here.
    ATI Catalyst

Note: AMD’s DirectX 9 ATI Radeon graphics accelerators are not officially supported under Windows 7. If the user chooses to, they can install the ATI Catalyst Windows Vista graphics driver under Windows 7. Please be aware that none of the new Windows 7 graphics driver (WDDM 1.1) features are supported (as the Windows Vista level graphics driver is limited to WDDM 1.0 level support). Using the ATI Catalyst Windows Vista driver under Windows 7 is not officially supported by AMD, and as such AMD will not provide any form of customer support for users running in this configuration

Your chipset is not supported for win 7.
So Vista or Xp may be a better choice in your specific circumstance.
