Event ID 36874?

When connecting to my bank web site, I get numerous Event ID 36874 errors in my event viewer (SSL 3.0 cipher errors). I did a clean install of Win 7 x64 last week and didn't notice this problem in build 7068. Could this be a problem on the server side or is there a problem with my Win 7 setup? There isn't much online other that saying it is related to MS IIS.

I just checked again and it also creates another Schannel error:
"The following fatal alert was generated: 40. The internal error state is 107." The event ID is 36888.

Further testing shows IE8 x64 on my desktop has the problem along with IE8 x86 on my laptop. Firefox does not show any errors so I am guessing it is a IE 8 issue.
