Try Jing. You can program it to a Function key. I put it on F9 and if I want a screenshot or snip, I just press F9. In addition I can enhance the shot with comment boxes, arrows, highlights, etc. Plus you can directly upload the shots and more. Really handy. TechSmith | Jing, instant screenshots and screencasts, home

The Winstep Nexus dock has one.

Winstep Nexus Dock and Nexus Ultimate - The Advanced Docking System for Windows

I'm almost certain it comes with the free version (I have the paid version now.)

Not really a gadget. "Snipping Tools" is a huge improvement over the method you describe, but Cmd Shift 3 or 4 beats the crap out of it
I'd be very happy to find a tool that works like that under Windows 7.

LightScreen

Not a gadget,, there is no need for a sidebar gadget for Screenshots.
A good tool is all you need.

I would also recommend FastStone Screen Capture although not free
Still very good tool.

There is still a free version of FastStone Screen Capture. Get it here: A+ Freeware - Multimedia & Design - FastStone Capture 5.3 (last freeware version) - But Jing is even better. I use both.
