Is this a system wide issue/ desktop icons.... ?
    See if this works,
    Icon Cache - Rebuild
If it does Save and name that theme if it ever changes back to a un-saved theme switch back to the saved theme and delete the un-saved one,
    Theme - Change or Save

Yes I see the difference but when did you take the normal looking screen shot ?
After you rebuilt the icon cache ?
Use the System spec's utility listed on my signature,
Also post what ever Security suite you have installed and any and all third party toolbars,
How many third party theme packs have you downloaded and from where ?

You might try resetting the thumbnail cache as well.
