Had the same problem, I guess it's a security policy, because gadgets can interfere with the system , so probably when UAC is off, its turned off be default as a security measure.

Will look it up to find more information.

However, if you set the UAC to the pre-last state, (one before the bottom) , it almost like you had it off, and still the gadgets work. UAC here is more flexible than Vista.

should work know..
just remember to backup your sidebar files
ohh and before you do it

run (x32/x64)
regsvr32 "C:\Program Files\Windows Sidebar\sbdrop.dll" /u
regsvr32 "C:\Program Files\Windows Sidebar\wlsrvc.dll" /u

then move the sidebar files in to respective folder

then run
"C:\Program Files\Windows Sidebar\sidebar.exe" /RegServer
regsvr32 "C:\Program Files\Windows Sidebar\wlsrvc.dll"
regsvr32 "C:\Program Files\Windows Sidebar\sbdrop.dll"
"C:\Program Files\Windows Sidebar\sidebar.exe"

if you want to do remove just do the same and replace it with the original sidebar files so that it startup with these instead with the original and not work...

it took me so long but here it is (included pics..lol)
all you need to do is download it (most likely the 32 bit since you are asking it for 6956..lol)
download it its a zip
go to your the location where the sidebar is most likely the (c: drive)
"C:\Program Files\Windows Sidebar\"

before that run in the command propmt (push start and type cmd press enter) and type this:
regsvr32 "C:\Program Files\Windows Sidebar\sbdrop.dll" /u
regsvr32 "C:\Program Files\Windows Sidebar\wlsrvc.dll" /u

then backup the files there...(i beg u back them up just in case...)

then do what the pics say to do....

(this took the longest to do...lol
but i wanted to be thorough )

edit: ohh and on step 6 after you press okay
exit all the property windows and right click and go to properties and security and then go to step 7 do the same thing like you did in 6 -7 (press okay closed all property windows and open them again) but this time go and click on advanced like in step 2...)
i want to be sure this works so this how am showing you to do it...
