If, as it appears, you don't want to give your hapless employees genuine feeds from the big wide world but merely send them billets doux from your office RSS is not what you're doing at all. You just need a file you can edit and a file reader that points to it on each machine. Desktop gadgets that read files come by the thousand so it hardly warrants new programming.
If, on the other hand you do want to provide true RSS feeds then the gadgets already exist in plenty and the knowledge you need to provide them with your own material is stacked to the rafters on the Web. Google is your friend.
I must say though that I kinda miss the days when people actually spoke to each other in 'small offices', don't you?
