    Some New PC Problems

I recently got a new computer with an i7 processor, Windows 7 Ultimate 64-bit, terrabit hardrive, forgot the video card.

I installed GTA 4 the only real problem I have with it was every time I start it up and play the game there seems to be a frame skip for some reason. Also the other real problem is with my xbox 360 controller I installed some drivers from the Microsoft website for it, but the sensitivity when I play my games keeps jumping everywhere I am not sure if it my setting or the controller.

W/o Knowing what Video Card you have, it will be hard for us to help you because we would be guessing or speculating at best.

Perhaps your card does not meet or exceed the game requirements? Perhaps your drivers (audio and video) need updating?

Regarding your 360 controller, I heard that it has a problem with Win 7 but that could be hearsay as well, perhaps you installed the drivers incorrectly or perhaps the game is just to quick for analog inputs such as your controller... Again, all this is just speculation on my part but you should try to play the game with a mouse just to see if the frame skipping still persists.

I just looked at my video card and it is a NVIDIA GeForce 9100 CT, in the graphics part of GTA 4 there is something that describes the resources being used for the card. It said something like about using 770 out of 990 of the card. So I am pretty sure the card meets the requirements. I am able to play CoD Black Ops with the card no problems.

When I am playing GTA 4 the frame rate with the first part of the game is normal, like I am in a small room I can walk around fine. But when I leave the room the frame rate drops and feels like it drops to half.

For the controller I did install the wrong drivers, I installed a the Vista 32 bit by mistake, it works fine now.

Dont go on the numbers. In my case, it displays around 345mb/1024mb in use yet my card struggles to run it in highest resolution (1366x768). Ive to lower down the resolution to play it.

That is the cause of all your problems with that game. It isn't even a video card, but onboard video. You can see the specs of it here,

Next Generation Motherboard GPUs - NVIDIA

At best it barely meets the minimum requirements for that game.

So that is the cause would there be any drivers that could boost the performance even by a little?

No there isn't. No driver, no magic "tweaking" or game boosting application either. The only solution to weak hardware is to replace it with something better.

For that game if you haven't yet, go into the settings and put everything as low as it will go (or off if the option is there) and set the resolution as low as it will go, then try the game.

The only thing I did was change the resolution that works a bit, I'll change everything to lower thanks for the help.

Could try lowering the draw distance, but a card is the only real solution.....

I think I read somewhere on the internet that the PC version of GTA IV is only at par compared to its console counterparts in terms of gaming performance. I also remember reading a statement saying that even high-end PCs (during that time; not sure when was that) can't run the game well. I dunno if that's still the case at the present though. .
