Well, two of those programs you linked can only modify affinity once you've started the program you want to change, the as for "StartAffinity" I can't figure out how to use it for the life of me, I've never really had to use a command line application before.
Edit: Okay I figured it out, but it didn't help. Eugh. Giving up hope.

Any video codec packs installed prior to oblivion? Ffdshow is causing problems with oblivion. I've recently tried it on my q8300 it worked without any tricks. So, I had this exact same problem and it was driving me up the wall. Someone recommended that I make sure my ini file was properly named if I had been messing with it. (show file extensions for known file types, make sure it isn't named Oblivion.ini.ini).
That wasn't the problem exactly, but, when I installed Windows 7 it carried over some of the "My Documents\My Games" folders from my XP install (even though I didn't upgrade) and I had an old oblivion folder in there.
Deleting that set of saves and ini files (just deleted the entire folder) fixed my problem.
So there you go, check your ini files, try renaming your Oblivion folder in My docs\my games folder and see if it starts for you. | My System Specs | | |

Hey, had the exactley same problem as you and when I tried Linux Nazi's solution I too got to the load screen and then instant crash.
So in my fury I went into the control panel to uninstall Oblivion, and to my surprise I got an error message saying that the comp couldn't find Oblivion (or something like that). So I tried to use my CD through the OblivionLauncher to uninstall it, and it said that it couldn't and that I should use the setup.exe file on the CD to do the uninstall.
It was around then I started wondering if it might be something with installing Windows 7 after Oblivion that caused it to mess up, and so I uninstalled Oblivion and reinstalled it - and it worked fine.
