1st thing : if u get low fps or bad fps in a game like CS or CSS.. u shud kill urself for having such a old system.
Comments like that aren't really needed. They neither help the person needing the help or make you look that good. Also looking at your specs you've not much room to talk

And iJohn. Most server block you from using any other Netgraph other than netgraph_1 (For some reason) I think it's the Zblock admin addon and i used to get kicked by the server when trying to use netgraph_3.

Anyway have you tried some of the high_fps config's that are knocking around on the CSS forums? Also might be an idea to check withing your Steam setting for CSS that you are setup correctly for your internet speed and region. Then also make sure your rates are correct. But after all that said it does sound like something in your system is struggling with Win7 and gaming.

My system isn't old, I could run it perfectly with XP by itself. If uninstalling Windows 7 doesn't work, i'll kill myself for having an old system, k?

Unfortunately Windows 7 takes up more memory than XP does. I experienced the same thing with my old system. I couldn't run games well in W7 but could in XP. Mainly because of memory and my CPU. You really need to update you memory and possilby your video card. I think your processor is fine for CSS but not for many current games when ran under W7. I imagine you are running DDR 2 800. 4GB will put you back anywhere from $50 to $100 depending on what you get. If you can find another 2GB to match what you have you're looking around $40. A new budget card can be around $100.

Actually I've found that the Steam overlay tab seems to make me lag, so if I don't open it (which is hard for me) I won't lag.

Anyone know a way to disable it so im not tempted?

You can go into task manager and end task on steamoverlay.ui (I believe that's the process). You can go into steam and make it some funky key combo that you won't remember so it won't pop up.

Is multicore rendering enabled or disabled in CSS? If enabled, disable it and see if it helps.

if that does not help, then disable your sound in bios (if you are using onboard sound) and see if the game runs better with no sound.
