According to what I have read about GTA4, the game is a poorly optimized console port to pc so, even the High End Gaming PC had a hard time playing it in High Settings... buggy coding = resources hogger.

Why am I saying this? Just so you won't blame your pc
Bang on. I am experiencing similar problems, even though my specifications do match the requirements of the game.

Strange you can see my system specs and I play it at 1920 x 1080 and the rest on high without any lag that I could tell. I don't remeber the rest of the settings but seemed t run well to me.

With Lag, Or?...What would the Settings Be Like On Medium - High?
It won't play properly on high as at max settings it uses above 1.2GB of video memory. Try medium :)
