Oxen welcome to the Seven Forums.
Seeing as you haven't filled in your system specs, would have helped if you hadn't blocked out that info from that dxdiag screen shot. Little things like that can make it much easier to help.
As for the install error, the installer with Steam is probably using the web installer version which can (and most often is) be buggy. Try using this instead, Download details: DirectX End-User Runtimes (June 2010)

I tried downloading, extracting and running DXSETUP.exe from the extracted files, but still that same error. And if it really does help, here's dxdiag.exe with most of the blocked info: Regards,

That helps some, at least it shows what motherboard you have, GIGABYTE - Motherboard - Socket 775 - GA-G31M-S2L (rev. 1.0)
Unfortunately it doesn't show what video card you have. Driver for the card installed and updated? Latest for it here, NVIDIA DRIVERS 260.99 WHQL

If I'm correct, Nvidia GeForce GT220 will only run on DirectX 10, and I have DirectX 11 (comes with Windows 7) so I'll need the download for DirectX 10 to see if it will install. The problem I'm getting with DirectX installation is version 9, that might be why.
Download link for DirectX 10 please. But I'm not very sure there's a DirectX 10 for Windows 7, so the only way to fix this is to buy a new Graphics card?
