It may have possibly been changed.

When I installed it, D3D was bundled. Although it didn't specifically say anything about it.

But it was in RivaTuners Start Menu Folder.
Ah well i would'nt have known that anyway as i only used Rivatuner for a whole half hour before reading it was'nt compatiple with a GTX470!!

But that was when i found D3D was a seperate download and could be run on its own.

    Lucky

EDIT:: If anyone can point me towards a reliable overclocking utility for Graphics, other than EVGA's Percision, i would be most thankful and gracious!!

Did you force it for each expansion pack's .exe, or globally? The only way to force vsync on TS3 is through the graphic control panels, so doing it through Nvidia Control Panel should work.
Thanks, stupid stupid me. The reason it wasn't working is because I forced it on for TS3.exe which is the base game. I have all the expansions, so the one I should have forced on was TS3EP03.exe it's working now.

Thanks for your help guys and gals.
