You could try turning V-sync on within your graphics settings which should limit everything then to your monitor's output in Hz. Well basically, The Sims 3 has no VSync and so it is running my GPU at 150FPS on certain (low 3d) screens, and up to 450 on the loading screens! basically this is resulting in the graphics card getting very hot, and then lagging the hell out of it because the card is getting too hot.
I have tried forcing VSync on through the Nvidia Control Panel, but it seems to just be ignoring it. Ahhh ... The Sims 3 also has some extremely irritating Image Tearing going on .. or at least mine does.
I have no clue why they didnt include this option.
I have ATI Graphics, but I have this issue with a few games, where theres no Vsync .. or it does not seem to work properly. Sims 3 being one of them.

Something you may want to try, that has worked for me.
Download and Install Riva Tuner. RivaTuner
The actual RivaTuner is not really what your after, rather the program D3D Overrider, which is bundled with it.
It can be found from the RivaTuner Start Menu entry or the Program Files x86 folder.
Just start it up, and add the Sims3.exe (or TS3.exe) to its list, and set it for Medium detection level.
Youll need to start D3D OverRider before you start the game, but it should help Force Vsync.
I found theis works OK for Sims3, and very well for Metro 2033 & The Witcher.

When i wanted D3D overrider i needed to download that seperate as it was not bundled and it runs seperate to Riva Tuner (Yes you don't need Riva Tuner).
OP - Yes, i would agree that this does just as good as a Frame Limiter.

When I installed it, D3D was bundled. Although it didn't specifically say anything about it.

Did you force it for each expansion pack's .exe, or globally?
